A Municipal Utility District (MUD) is a special-purpose government entity in Texas that provides essential services such as water, wastewater, drainage, and sometimes other utilities. MUDs are created in areas outside of city limits to bring reliable infrastructure to new and growing communities.

How MUDs are formed:

  1.  Residents who live within a proposed MUD help establish it by participating in the initial election.
  2. Once approved by voters, the MUD is able to issue bonds to fund construction of water, sewer, and other infrastructure.
  3. These bonds are then repaid over time through property taxes collected WITHIN the proposed district.
